WASHINGTON, April 13 - Russia will spend up to $2.5 billion to dispose of 34 metric tons of weapons-grade plutonium under a deal with the United States, Foreign Minister Sergei Lavrov said on Apr. 13.
Lavrov spoke before the scheduled signing with U.S. Secretary of State Hillary Clinton of a protocol to an agreement for both nations to reduce their stocks of plutonium from Cold War weapons programs.
