SHENZHEN, China -- Kyivstar is set to win a tender on the issue of one license on the use of radio frequency spectrum to provide 3G mobile communications services, Kyivstar GSM President Ihor Lytovchenko said in Shenzhen, China, on Thursday evening.
He did not disclose the highest bid his company is ready to pay for the license, however, he forecasts the price of the license won't increase much during the tender."If any bidder makes the price of the license go up, we'll also be able to raise the costs of the [operator's] license at the next tender," he said.Lytovchenko said he is dissatisfied to a certain degree with the conditions of the tender, in particular, with the fact that only the 25 MHz band was offered for sale, however, in general he believes the conditions of the tender are "open and transparent." He also ruled out that the tender would be blocked by operators through courts."There are no reasons for blocking… The conditions currently offered by the regulator are transparent. There is the list of the frequencies and there is the starting price, there are bidders and those wishing to bid. If you want, you can buy, if you don't want to – do not," he said.As was reported, the National Communications Regulatory Commission (NCRC) has recently announced a tender on the issue of one license on the use of radio frequency spectrum to provide 3G mobile communications services.According to the terms of the tender approved by all of the commission members, operators will be offered a 25 MHz band at an initial price of UAH 400 million.Bids are to be submitted from September 29 to October 26, 2009. The open tender is to be held on November 30, 2009.
